The state’s participation data also indicate some schools in recent years switched from 11-player to 8-player football programs, which still involve full contact but with smaller teams. Weed High School, about 70 miles north of Redding, was among the programs that made the switch, in part because of low participation and declining enrollment that allowed it to meet the state’s threshold for 8-player schools, said Steve Neel, the school’s athletic director.
